While a UN-brokered ceasefire put an end to armed hostilities in the territory in 1991, the Sahrawi people have continued to live under the Moroccan armed forces' oppressive occupation, and what peace exists in the area is fragile at best. Tens of thousands of Sahrawis have fled to neighboring Algeria, where over 125,000 refugees still live in camps that were intended to be temporary. In spite of these difficulties, a new movement, with youth at its center, is rising to challenge human rights abuses and to demand the long-promised referendum on freedom. On Western Sahara, ICP Asks Italy If Kohler Explained Not Going to MINURSO, No By Matthew Russell Lee, Periscope, song UNITED NATIONS, November 22 – On Western Sahara after a long delay, UN Secretary General Antonio Guterres named Horst Köhler as his Personal Envoy, replacing Christopher Ross. On November 20, the UN implicitly confirmed what Inner City Press has first reported: Kohler did not visit Layoune, the seat of MINURSO. Then during the November 22 consultations, Inner City Press asked the UN spokesman for the third time why the UN Department of Public Information has denied access to the building to Western Sahara media. Spokesman Farhan Haq, while trying to cut off Inner City Press' question, confirmed this is the UN's policy. But it is just a statement on DPI's website, to which for example the Free UN Coalition for Access has never agreed. After the consultations, Horst Kohler and his factotum emerged, saying only, I am encouraged, then rushed down the hall with a UN Security officer assigned to him, unlike other UN envoys, due to his past position in Germany. This is waste. Later Italy's Ambassador Cardi summarized the meeting; Inner City Press asked if Kohler explained his failure to go to El-Ayoun / Laayoune. Apparently not. Moroccan state media tried to get more on "encouragement;" this is their privilege, unlike media of Western Sahara.

This region was entrenched in guerilla war between the sides for two decades until the United Nations brokered a ceasefire in 1991, but the referendum that was meant to follow never happened. Earlier this month the Moroccan government, which must agree to the terms of any vote in order for it to take place, rejected independence for Western Sahara as an option. The United Nation’s Secretary General has recently called for “true negotiations” to end the deadlock and his special envoy is currently visiting the region. Claims of human rights abuses and growing extremism are adding to the concerns of the international community over this disputed area. Directed/Produced by Iara Lee Edited by Martin Eller Forty years after its people were promised freedom by departing Spanish rulers, the Western Sahara remains Africa’s last colony. Today’s generation of young activists is deploying creative nonviolent resistance for the cause of self-determination. In doing so, they have persevered against a torrent of conflicting forces. While risking torture and disappearance at the hands of Moroccan authorities, they are also pushing back against those who have lost patience with the international community and are ready to launch another guerrilla war. The new film from director Iara Lee will examine these tensions as it chronicles the everyday violence of life under occupation, giving voice to the aspirations of a desert people for whom colonialism has never ended.

For 40 years the Sahrawi people have been caught between two harsh realities: life in desert refugee camps and life under Moroccan occupation. These realities go largely unreported, and the voices of those living in Western Sahara go unheard. Moroccan authorities deny entry to foreign journalists and strictly prohibit press freedoms in the territory. Despite the media blackout, courageous Sahrawi media activists document life under occupation. Watching Western Sahara curates and shares videos from Sahrawi media activists. These videos provide a rare window into the day-to-day life of Sahrawi people who take risks to expose human rights abuses in Western Sahara. Please join us for a viewing of these videos and a panel discussion which will contextualize the footage, providing insights into the realities of the often silenced Sahrawi and the human rights implications in what a UN commission considers the last colony in Africa. Panelists include: Amy Goodman Host of Democracy Now! Madeleine Bair Managing Editor, Watching Western Sahara Sandra Lynn Babcock Clinical Professor of Law, Cornell University Mohammed Ali Arkoukoum President of the Sahrawi Association in New York Katlyn Thomas Former Chair of the United Nations Committee of the New York City Bar Association Moderated by: Eric Goldstein Deputy Director, Middle East and North Africa Division, Human Rights Watch Welcoming remarks by: Lawrence Moss Director of the Human Rights Program at Hunter College Sponsored by the Roosevelt House Public Policy Institute at Hunter College, the Hunter College Human Rights Program, WITNESS, and the Western Sahara International Film Festival (FiSahara) Roosevelt House Public Policy Institute at Hunter College, February 16, 2017.

Hundreds of thousands of Moroccans settled in Western Sahara after Morocco's occupation and all the well-paid jobs went to them. Unemployment is high and demonstrations are increasingly common, despite the police state's presence."Once you demand any rights...you are immediately arrested", Ahmed, a graduate says. As elsewhere, the Internet has become a key tool for getting information out of the country, with films and news posted to the web, bypassing the Moroccan state's censorship.
